Put every page of a PDF at the same A4 size

A bundle is made of exhibits from everywhere: A4, US Letter, A5, a scan that went in crooked. At the printer it comes out shifted or cut off. Drop it in: everything comes back at one size.

What this tool does

Every page is scaled and CENTRED, never distorted and never cut: what sticks out of a page is often a number or a legal notice.
The orientation of each page is kept by default: normalizing puts everything at the same size, not everything the same way up.
A margin, if you want one, for binding or hole punching.
The document you get is rebuilt: the original pages are not in it, not even underneath.
A blank page keeps its place, it is simply not drawn.

What it does not do: A page laid onto another sheet becomes a DRAWING: clickable links, bookmarks and form fields do not survive. That is how the PDF format works, not a choice. Text, however, stays text: it can still be searched and copied. And an A5 page brought up to A4 is ENLARGED: what was fine becomes less so, but nothing is invented.
